Since writing this post a while ago, I've come to realize that this kind of interaction is as you implied, specific to each person's own human design.  

That is, someone who may have a personality that complements yours can easily spark a powerful energetic connection whereas with your friend that same person may not do anything.

As far as the rare part, it's actually not very accurate to think in terms of rare or not.  This implies there is some type of chance that you will come across your counter part.  A more accurate way to look at it might be "am I currently aligned in my energy in such a way that I am open to meeting my soul counterpart or twin flame".

As soon as you are truly ready for them, they will appear automatically.  I've experienced this in one way already with finding my latest spiritual teacher (when the student is ready to teacher will appear), its the same idea.</description>

I started writing that I know what she's talking about, but then realized that the men that made me feel this way didn't have the same power over my friends, and the men that made my friends feet go noodle, didn't do anything to me. "My men" had the power over a lot of women, but not necessarily all of them - so are they that rare that I've never met one, or is it still a question of preference to some degree?
